Hi there, I'm new on here. I'm currently doing some research for a local museum, and have become quite puzzled with an item. I've tried so many places, and talk to so many people, and am still at an impasse. So, here I am, looking for at least an idea of what this is.....

The circular part swivels on it's axis, and there appears to be 2 metal nubs, on either side of the same, which I can only think used to be hooks, like the one in the centre.

I would be eternally grateful, if someone could identify it
