hi! it doesn't appear to be shopped: there are loads of hits for the grotesque under the statue of Konrad von Hochstaden on the Cologne City Hall (Kölner Rathaus). You may get answers here, but might be worth x-posting to /r/Cologne for local history/architecture buffs
