Basically, by late antiquity it denoted social status more than anything else, and as Flavius was effectively the name associated with all emperors since Constantine I, anyone who was related to the imperial family or benefited from their patronage took that name as well. If you see it as a more fancy version of 'Mr' rather than a 'first name' it might make more sense.
