What beliefs/qualities made Prince Henry of Prussia the ideal "Enlightened Monarch" in the eyes of Voltaire and American Founding fathers wishing to make him King of the U.S.?

What on earth is your source for that conjecture? My graduate school advisor was an early Americanist and I've never heard anything similar.

Also, Voltaire died in 1778, three years before the American victory at Yorktown. How would he have proposed a monarch for a nascent country that didn't yet exist?
