It looks to be a naval dress uniform - at the time, an officer would be wearing a double-breasted navy blue jacket, over a white shirt and black tie. You can see the anchors on the gold buttons, a common feature of naval uniforms at the time. The badge on the sleeve appears to be an RNAS badge - the badge of the Royal Naval Air Service. At the same time, most RNAS uniforms I've seen have the badge just above the rank rings on the cuffs, rather than on the upper arm.

It appears to be an early form of RAF uniform. The buttons have the RAF albatros on them. The RAF started as an amalgamation of the RNAS and the RFC. Perhaps this is an RNAS Petty Officer uniform adapted to RAF use.
