The National Archives and the National Personnel Records Center (in St. Louis) can possibly help you find them. That bag possibly belonged to more than one soldier, just looking at your photo.
Based on the number, I'd guess the person was a Marine Corps officer in WW2.

There's a decent chance their service record was destroyed in a fire if they were discharged before 1953.

I purchased it for $10 at a flea market in Northern VA back in early March. The seller gave me a tag that dated it back to 1942 but couldn't say anything about who originally owned it.
As you can see in the pictures, there appears to be 'J. Smouse' or some variation stamped inside, as well as some identification codes.
