No, The VC did not have tanks.

While the PAVN was equipped as light infantry (and fought with combined light infantry/guerrilla tactics), it only used tanks in one confirmed engagement prior to entering the conventional phase of the Maoist guerrilla doctrine at Ben Het Special Forces camp in 1969. The PAVN became fully equipped with modern tanks (T-54/55) in 1972 and had crews trained in both China and the Soviet Union.

The main force VC had neither the trained personnel nor any need of tanks considering the irregular nature of the conflict. From the lessons of guerrilla warfare drawn from the French Indochina War, the VC would have known of the great limitations the Vietnamese geography put on the French mechanized columns and the groupe mobile.

To take a relevant example, the battle of Mang Yang Pass in 1954 shows us the very acquired art of ambushing by the Viet Minh on units still sticking to conventional tactics. The Groupement Mobile 100 was ambushed twice, leading to the destruction of the GM and nearly all of its equipment. It's a great example to show how French over reliance on mechanized columns and Vietnamese roads led to it suffering tremendous losses, despite the experience of the French soldiers themselves; the groupe mobile's core was made up by the Bataillon français de l'ONU, veterans of the Korean War where they had fought under the US 2nd Infantry Division. It is worth mentioning however that this groupe mobile was admittedly a mixture of seasoned and inexperienced troops. To illustrate my point further in how a mechanized column like the GM 100 could suffer, the Korean War battalion suffered more losses in these engagements than they suffered during the Korean War.
