The Eighteenth Amendment to the US constitution rather baldly asserts that the sale, transport, import and export of alcoholic beverages is prohibited. The question of what that really means was not addressed in the amendment itself, but left for congress to address in the enforcement legislation.
This was called (unofficially) the "Volstead Act" or (officially) the "National Prohibition Act". It specifies the details of what is considered an alcoholic beverage, what exceptions exist, how this is implemented, penalties, etc.
From the text of the law:
Nothing in this title shall be held to apply to the manufacture,
sale, transportation, importation, possession, or distribution of wine
for sacramental purposes, or like religious rites, except section 6
(save as the same requires a permit to purchase) and section 10 here-
of, and the provisions of this Act prescribing penalties for the viola-
tion of either of said sections.
