I'm not sure if you're aware, but the Terror (capital 'T') is a specific phase of the French Revolution. I wouldn't say it was "caused by" the French Revolution, rather it was part of the French Revolution.

You'll want to look into the "Committee of Public Safety" and the role of Maximilien Robespierre.
