Not in any diplomatic sense, but the British felt it occupied a parental role in regards to Belgium because of how it's foundation came to be. This is why (in addition with a helping hand from German treatment of occupied Belgium) the British were so outraged by the violation of Belgian neutrality, in conjunction with it's guarantee. There is also the cynical but truthful observation that Belgium helped keep both Germany and France from dominating Europe; more so Germany after the Franco-Prussian war.
