American History: To what degree was the New Deal realized by threat of communist political action or revolution?

I have recently heard a claim that New Deal was designed by FDR and Co to prevent major political action, or even revolution by the communist and labor parties of the 1930s. The ultimate purpose of the speaker was to de-mythologize FDR's benevolence and cast the New Deal as a reaction to political discourse. The speaker then claimed this was partly the basis for the absolute decimation of the communist party in the 1950s.

Is there any merit to this claim? What evidence exists to support or discredit this claim?

It was rumoured by retired marine General smedley butler that the DuPont, Rockefellers, and Bush family attempted secretly to overthrow the usg. Butler was supposed to lead the army that was going to do this but he blew the whistle. In exchange for immunity, the cabal helped fdr get the new deal signed. There is absolutely zero evidence to prove this true except for some archived nyt articles about butler's claim and the Senate hearings that followed.
