This is a very tough question to answer and I'm afraid I can't help either! I can direct you to some resources; coincidentally I just finished reading the first volume of Schlesinger's series on FDR: "Crisis of the Old Order." The first 100 pages are a summary of Teddy Roosevelt's philosophy on trust-busting versus Wilson and FDR. Otherwise I would advise caution on books discussing outcomes of Progressive Era/New Deal programs. It's a popular jousting ground for modern politicians.
I would also encourage you to check the book list. Though thorough on progressive era philosophies, Schlesinger verges into the panegyrical when talking about FDR himself. I'm sorry I can't do more than point you to sources. Hopefully someone else chimes in.
