I can only tell you about Romania. And I cannot be exhaustive...

To the Romanian people, Soviets were generally not appreciated.

This was due to different reasons. First, the cultural gap between Romania and USSR (Romanian is a romance language while Russian is a slavic language). This division existed before Romania turned into a communist country but it accentued after Russian began to be taught in schools.

Then there is the problem of Basarabia. USSR was Romania's most powerful neighbour so during the war it decided to invade Basarabia (A region in the Eastern part of Romania). After the war, a part of Basarabia became a Soviet Socialist Republic. This accentuated the resent of the Soviets in Romania. Thus, Romania's dictator Ceausecu even opposed the Soviet decision to invade Prague in 1968.

Concerning Soviet leaders, apart from Gorbachev, none of them was popular.
