Someone posted this letter in a TIL. Leonard Nimoy to JFK. Why are there so many incomplete sentences?

Is this just Leonard Nimoy's laziness, or was there a reason at the time that people would write like this?

According to the US National Archive's Facebook page it was a telegram. Telegraph companies charged by length, so there was an incentive to keep messages short. The style tended to be abrupt and concise with many abbreviations and even articles omitted. Think of it as an early forerunner to SMS styles or tweets on Twitter, both of which are constrained by the size of the messages.
