I mean the obvious answer was no. How can you have a road race that spans all of France with an ongoing war?

A quick Google search would have told you the same, since there are no winners from 1915-1918 and 1940-1946 as the race was suspended.

There was no Tour de France from 1915 to 1918 and from 1940 to 1946 due to both world wars.

Interesting fact: three winners of the Tour de France, [Lucien Petit-Breton] (https://en.wikipedia.org/wiki/Lucien_Petit-Breton), [François Faber] (https://en.wikipedia.org/wiki/Fran%C3%A7ois_Faber) and [Octave Lapize] (https://en.wikipedia.org/wiki/Octave_Lapize), died at the front during the First World War.
