The unique speech cadence and inflection/intonation (not sure which of those is most appropriate) is most noticeable by radio news reporters, but you also hear it with TV news reporters. The distinction almost reminds me of Torah or Haftorah trope in Judaism.
I'm interested to know why it exists, how it's changed over time, and if there's been any historical context its development.
