Jonathan Swift, who wrote the essay “A Modest Proposal for Preventing the Children of Poor People From Being a Burthen to Their Parents or Country, and for Making Them Beneficial to the Publick.” in 1729.
People were outraged at the fact that he believed that babies were "a most delicious nourishing and wholesome food, whether stewed, roasted, baked, or boiled; and I make no doubt that it will equally serve in a fricassee, or a ragout".
He was in fact criticizing the social inequality, by satirically encouraging the poor parents of Ireland to sell their babies to the rich elite. Many did not grasp what he was on about and were disgusted by him.
