Its of hard to answer, but I would argue that their stratigic goals could not be achived with their stratigic options. Its a simply concept of balance of power that when one nations starts expaning, others ban together and act against it. It takes very clever diplomates or generals to overcome such a situtation.

The Germany had conducted a forign policy were by 1938 everybody understood how extensiv the planes were that they had. Everybody was rearming, the British had started to rearm, France and the Soviet Union. Germany could simply not keep up because they lack the industral base and resources. Germany had in 1939 a unique position of relative power that would only shrink rapidly.

They could not defaet Britain in 1940 and could hardly do it in the next couple of years either. Such a war could only be fought with the support of the Soviet Union, however the Soviets had never wanted a dominate Germany, they had wanted France and Germany weaken themself in a long war. So their support would probebly not carry over into a long war against Britain.

So in 1941 Germany has Britain on one side and Soviets on the other, both are not friendly and both have powerful tools of economic warfare. If the Soviets start to use these tools, Germany can restricted in their fighting capability, at the same time the Soviets are getting more and more powerful.

So in 1941 the Germans are in a bad position. They choice to open a second front in the USSR and if they cant finish them quickly they will have massiv problems. This of course what happens. The can not actually defeat Britain, neither can they defeat the USSR and then the declare war on the US. When they fail to defeat the USSR in 1942 its essentially over, they use their gained space and are on the strategic defensiv from then on.

British and US support for the USSR ensure that the USSR will not collapse like the Zars regime in 1917.

The Germans might have achvied more of their goals by beeing less agressive and and waited for really good oppertunies. They needed a way to expand into the east without bringing France and Britain on themself. If they could have somehow fought the USSR with support of the Western world, they would have a good chance. Unlikly and speculation of course.
