The 1790 census had the population of the USA around 3.9 million, including roughly a million slaves, but did not count Native Americans. The 1801 British census had 8.9 million in England and Wales and an additional 1.6 million in Scotland, but didn't count Ireland. I'm not sure how much those numbers would've changed since 1781.
