For the Carthaginians, crucifixion was the preferred form of execution/punishment. There was even an arm of the government--the Court of One Hundred and Four--dedicated to trying and prosecuting commanders. However, I suspect that the Court may have also been used to eliminate political opponents, though the evidence on the matter is ambiguous. Whether the Carthaginians inspired the Romans to adopt crucifixion is also uncertain.
