I don't believe so. I studied undergraduate history in an Irish university which included a module on Irish Home Rule. At no point during the module did the matter of his place of birth crop up. I believe that Britain then as now does not discriminate politically or otherwise against those who are born in their colonies and who choose, for whatever reason, to come to Britain.
