In broad terms, the constituent states of a confederation have more extensive independence compared to the states of a federation; for a historical case, the Holy Roman Empire is an example of a confederation, in which the principalities, free cities, etc. respected each others' sovereignty, and were free of internal interference by the emperor, while the United States, a federal state, does retain the right to issue laws that will be enforced within every constituent state's boundaries.
