What would a Roman guard do when apprehending a criminal since there were no handcuffs? Did they go through the effort of using a rope to tie them up?

There are numerous references to shackles or handcuffs in Roman sources. There are also lots of pictures of surviving Roman era handcuffs to be found online. In most cases they were used to bind slaves or prisoners, I couldn't find any references to the vigiles or cohortes urbanae carrying them in order to apprehend criminals.
