Japanese engineering and industrial capacity was significantly behind that of Germany, England, and of course the United States. Even if it could, it would not have been able to produce nearly as many and as high quality of an anti-aircraft weapon. There were a handful of Japanese anti-air weapons that were useful, though-the 25mm anti-air mount and the 10cm high-angle cannons mounted on the Akizuki anti-air destroyers were some of Japan's most effective pieces.
The main flaws with Japan's AA ability came primarily down to their poor radar capabilities. German and Allied radar was simply far superior to anything Japan could field. Allied ships were able to have radar guide their cannons as well which dramatically increased the accuracy of their weaponry. German radars were extremely bulky, and German-Japanese military cooperation during the war was extremely limited, essentially being limited to whatever could be carried on a sub. And neither the Germans nor the Japanese had proximity fuzes, which were fuses for the shells that would explode upon being close to an object, which further increased the effectiveness of Allied AAA fire compared to that of the Axis.
The Japanese possessed Anti-Aircraft artillery 75, 80, 88, 100, 120 and even 150 mm in calibre, and did develop radar defences during the war, though they were nowhere near so sophisticated as the Kammhuber Line or the Chain Defense, Home. When the first major bombing raids on Japan took place, with the arrival of the B-29s, the bombers flew at an altitude to great for Japanese anti-air to reach. When the switched to low-level area bombing, under Curtis Lemay, a number of bombers were shot down, but most raids took place at night, and so this limited the effectiveness of Japanese anti-aircraft artillery.
Japanese Army had chance to caputure German made Flak18 88mm gun used by Kuomintang army(at least they had 20guns) at "Battle of Shanghai" in 1937. But the AA units was successful in escape.
IJA captured the naval version fixed SK C/30 88mm instead and copy as "Type99 8cm flak gun".
