I do not know if this is exactly true or not, but I have heard people say that German snipers would pick up and use scoped Mosin Nagants from dead Russian snipers. If that is true, why is that? Isn't the Mauser a better rifle with better optics? Why would they pick up a Mosin?

Not just snipers but all German troops did this.
There were two issues at play here:
The German Army was cut off from supplies. They couldn't get ammo for their Mausers.
Mausers are built to tighter tolerances than Mosins, and, combined with the issued lubricant, the Mausers had issues in the extreme cold.
On the battlefield, you use what you have.
