It could have had several owners. Gieves used to have an extensive stock of second-hand uniforms.

EDIT: Ratings were issued with uniform belonging to the Navy. Officers bought their own uniform through naval tailors, owned them themselves, and were free to sell them eg on leaving the service. (The tailors' prices were a big incentive to look for second-hand uniforms, particularly for something like a greatcoat which would normally be worn only very infrequently -- particularly if you were a surgeon commander.)
