Where does the numbering system of 1, 2, 3, 4 come from?

As in the universally recognized sequence of 1 = one (or uno or un) 2 = two/dos/deux and so on and so on

Where did this originate and when did the world collectively agree to adopt this numerical system but keep their equivalent word different in their languages?

Obviously the romans used their own thing of I, II, III, IV, V

but that seems like it could be ineffective to me as it requires too much brainpower (math) to read a number.

hi.. just to clarify: are you asking about counting (as in "one goat, two goats, three goats"), or the numerals (symbols) themselves, i.e. Hindu-Arabic numerals 1234567890, as opposed to Roman or other numerals?
