In 'Pirates of the Caribbean', the pirates have a Council with a representative from every corner of the world. Was there a similar level of communication between pirate fleets in real life?

Short Answer: No.

There isn't really a long answer either. If pirate crews worked together, it was after they encountered one another at sea or in a port like Nassau. I have yet to see the evidence of a Mediterranean corsair from North Africa working with a Caribbean pirate of European descent in the early eighteenth century, nor working with Chinese pirates during that period. Definitely nothing working on the scale of Disney. That idea was purely fantasy.
