Was there any dedicated organization who maintained the roads within the city of Rome? And a tangent question- were the ciy roads made in the same way and of the same stuff as the mor famous military-built roads through the provinces?
In the de Legibus Cicero mentions as among the duties of the aediles the oversight of the roads:
urbis templa uias aquas aerarium uectigalia tuento
