Who was Taríacuri? How did he establish the Tarascan state? How was he a visionary leader and what was he before that?

I can't find much info online- a google book without previews, Wikipedia and that's about it. According to Wikipedia he was a visionary leader and founder of the Tarascan state, but what is even meant by visionary leader? Was he previously a military commander? How much is known about him?
