I'm reading "The Prince" and he mentions the kingdom of Soldan, who elected "by those in charge" a new monarch on the death of the old one, based on ancient rules. Who is he talking about?

Where is this Kingdom? Who were the people? Do we know of its history or what kind of ancient rules?

Can the passage be interpreted as "kingdom of the soldan"?

I ask because "Soldan" is an old variant of "sultan" (see, for instance, Mandeville's Travels here).
