From a quick online look, it appears to be a US M1 helmet. The markings however is not clearly defined to any one group. It's seen in photos of Seabees, USMC and Navy corpsmen and some supply companies. It's also been suggested that it might be for some sort of beach detail or possibly even a vessicant paint for gas detection. The one thing in common from what I saw, they were all in the Pacific theater.
