This winged lion, especially as he also sports a halo, is almost certainly representative of St. Mark the Evangelist.

The symbol of the winged lion became associated with St. Mark, because he starts his gospel with a quote from Isaiah prophesying John the Baptist calling from the desert like a roaring lion. Also, the Evangelists were thought to correspond to the four creatures described in Ezekiel 1:10 and in Revelation 4:6-8 which states:

"...In the center, around the throne, were four living creatures, and they were covered with eyes, in front and in back. The first living creature was like a lion, the second was like an ox, the third had a face like a man, the fourth was like a flying eagle. Each of the four living creatures had six wings and was covered with eyes all around..."

These four creatures were interpreted as the four evangelists, and the lion was thought to represent St. Mark.

The most prominent cities which held St. Mark as their patron saint were Alexandria (where St. Mark was said to have been the first bishop, and to have been martyred) and Venice.

In 828, after Alexandria had fallen to the Muslims, relics from the body of St. Mark were stolen from Alexandria by two Greek monks and taken to Venice. (Although St. Mark’s head is still reputed to be in the Coptic cathedral of Alexandria.) Thereafter, St. Mark became Venice’s patron saint, and there are many winged lions (as his symbol) to be seen in Venice.

Your image of a winged lion, probably came from Venice (though possibly from Alexandria), and represented St. Mark. The reason why it is a weird looking lion is that the artist had probably never seen a real lion and was ‘winging it’.

I must admit, that I don't recognize this exact lion. Perhaps someone more erudite (or with better Image Search skills) will be able to tell you more.
