New Zealand. Women got the vote in 1893, and no races were excluded. Māori women didn't have the same influence as other women, as they had to vote in the Maori electorates, which were considerably larger than any of the general electorates (there were only four Māori seats, where proportionally there should have been about 15). Interestingly enough, Maori men had universal sufferage twelve years before European men, because it was too difficult to apply the property requirements to Māori, most of whom still held their land communally under customary title rather than freehold.
