I've come across mentions in other books of a shortish piece by Francis Bacon called "The Masculine Birth of Time," AKA Tempus Partus Maximus. Thing is, the thing is nowhere to be found as far as I can tell. I've tried gutenberg, archive.org, amazon, my university library catalog, etc. Nada. Has it not been translated? If so, by whom, and where can I find it?

I did a quick look around. I think rather than trying to find one relatively obscure piece by Bacon on its own you're better off looking for a collection of his complete works.
This website seems to have digitized a 15 volume collection of Francis Bacon's complete works first published c.1900. Volume 7 contains the Temporis Partus Masculus and can be downloaded as a complete PDF after a few clicks to new pages since the work is out of copyright. Hope that helps!
