I just begun reading the historiography of the Wilson presidency and most historians agree she did not assume his duties. Most argue the various departments ran themselves and Robert Lansing, his Secretary of State, conducted the cabinet meetings, which Wilson later resented him for. Mrs. Wilson acted as the gatekeeper of the President and controlled what the President saw in terms of the daily work of the government.
