There is no right answer because it absolutely depends on how you define what vodka is. So there is on one hand history of term 'vodka' and on the other history of technology to produce different drinks under this name. Up to the end of XIX century it was produced not through dilution of rectified alcohol but via distillation like whisky or rum.
