If Tyrants were called out, and Athens (and it's colonies) were the Democracies and Sparta had the Rhetra Monarchy.
What were the rest of the greek city states if not tyrants? I've always been told Athens was the democracy? What were Thebes or Corinth? Was it like a type of aristocratic town council?
Without getting into crazy specifics, my (limited) understanding is that the Greek city states experimented with many different types of government. Early on monarchs, rudimentary forms of democracy, a ruling 'council of elders' or theocracy existed. Later many became aristocracies, or oligarchies such as Thebes. Corinth had tyrants, 'councils of elders' and oligarchs. Fewer had democracies. The spartan system was pretty unique. It's also important to note that city-states throughout the different time periods, (archaic/classical/Hellenistic) changed their systems of government, so this question requires much more specificity.
