Aeneas and Romulus are almost universally regarded as legendary and are not considered historical figures. There were many different legends regarding the founding of Rome. Many of these were Greek, such as the stories of Aeneas and Evander coming to the area. These are examples of a Hellenocentric view of mythological prehistory.

In effect, this tries to match the myths and legends of the Greek heroic age with the world the ancients lived in. Others were probably local myths, such as Romulus. Originally, the Romulus myth probably didn’t have anything to do with the Greek stories.

Some of these merged together and some did not. Here is a post I made some time ago regarding the merging of the Romulus and Aeneas myths.

But to answer your question: one of the legends involves Evander, a man from Arkadia. According to this myth he founded a city called Palatium on the future site of Rome before Aeneas came to Italy, so in this legend he was the first settler on the site. He got on well with the local king Faunus. In this story Heracles visits the area. He killed a local giant and was then worshipped as a benefactor.

The Heracles legend sort of morphed into another story about a Hellenistic warlord who left some of his followers on the Capitol hill. This warlord founded Herculaneum before moving on to Sicily. He also predates Aeneas.

You might notice that these legends involve separate, independent settlements on the different hills of Rome. Interestingly, archaeology tells us that in actuality there probably were different settlements on different hills before the city merged together.

A good source is T.J. Cornell's The Beginnings of Rome. A good ancient source is Dionysius of Halicarnassus. He tries very hard to make the Romans descendants of Greeks, so he relates many different myths about Greek visitors to Italy and Rome in their prehistoric age.
