Our FAQ contains a section on drinking water which discusses that people in the past did have access to clean potable water otherwise they would not have survived. I would suggest resubmitting your question to focus on the water management aspect, but try to keep it narrowed down to one of the groups you listed as it will most likely garner a better answer.
