UC Santa Barbara actually has a really interesting site called The American Presidency Project. On said site they have a very detailed rundown of the two parties' platforms in 1960. Here is the Republicans and then here for the Democrats. This covers the party platform, so it will give a good indication of what the average was for both parties.

It's a long read, but it's a good place to start if you want to get a solid idea of where both parties stood at the time.

I know you chose 1995 because of the 20 year rule, but since that wasn't an election year they didn't publish platforms. However they did a year later, hosted here and here. You can assume that not a lot changed in that year, for the purposes of comparison to 1960.
