By the time the Mongols started to build what can be considered an empire, they had learned techniques of administration from the Chinese and from the Qara Khitai, so they didn't raid and move on, but rather established an administration capable of collecting tributes from the various conquered peoples. That's how they were able to exert their dominance on the Slavic principalities of Russia.
