Israel declared it's independence after the end of the british mandate. The goal was to end the Israeli state and restore that territory as arab land.

The Arab league stated that the only solution of the Palestine problem is the establishment of a unitary Palestinian state.

However I'm sure that the arab states involved would have taken land for themselves as evidenced by Egypt later on holding onto the gaza strip and Jordan the west bank.
