Not at all. Tovar was an isolated community, with few links to the outside world (they didn't even interact much with the German expatriate community in Caracas), but no more "lost" than, say, the Amish in Pennsylvania. They supported themselves by growing coffee and other export crops, which by necessity involves contact with the outside world.
