It appears to be a standard tunic of the k.u.k, worn by infantry, artillery and jägers. This is not a jäger-uniform however. Might be infantry, might be artillery but the edelweis patch that should be on the collar of a jäger is not there. The three starts can represent a slew of different ranks from mid level NCOs to Generals depending on their material, colour and background, all of which are too blurry to make out in this picture. Is it possible that you could show the uncropped version or perhaps a higher quality picture?
