This one is a little tricky. It's relatively easy to find statistics about German military spending as a percentage of national income, but a bit more difficult to get those statistics in absolute terms. After a bit of digging, I was able to pull up a relatively complete set of statistics on German national income in the period, and combining those I came up with a rough idea of Nazi military spending.

It's worth keeping in mind that this calculation does not account for materials already paid for before 1933.

Between 1933 and the end of 1938, Nazi Germany spent approximately 36.6 billion Reichsmarks on its military. That's roughly $250 billion in 2015.

More telling is the increase of German military spending as a percentage of national income even as that national income is growing rapidly:

• 1933: 2% / 46.5 billion RM
• 1934: 4% / 52.8 billion RM
• 1935: 6% / 59.1 billion RM
• 1936: 11% / 65.8 billion RM
• 1937: 12% / 73.8 billion RM
• 1938: 17% / 82.1 billion RM

German spending as a percentage of national income not only outpaced the British over this period (3% in 1933, up to 8% in 1938), it surpassed the combined spending of Britain and France.
