They had some responsibility but I don't think they could be said to have sole responsibility. Crops and farmers had been ravaged by the civil war, from all sides, as well as Bolshevik grain seizures. IIRC the tipping point was also adverse weather - making a much reduced harvest insufficient.

Then the Bolshevviks dragged their feet on accepting foreign famine relief, which added to the impact of the famine.
