These didn't exist until the 1840's at earliest when vulcanized rubber was invented (1839). As far as effectiveness, they're just annoying to be shot with. They sting like hell and can kill/stun small animals, but don't really pose much of a threat to humans. Though I have seen some slingshots that have the power to be lethal to humans, they are a rare exception and require a lot of strength to operate.
