The word 'rule' needs to be heavily qualified though.
The seven provinces that made up the United provinces each had their own governments, and were only loosely bound together in a federal system. Imagine the United States, but with even less centralised control. These then met as the 'States-General', which dealt with federal issues, predominantly foreign affairs.
