Who named the historical periods? Who decided, for example, that the Contemporary History should start at 1789?

Did someone decide that? I've got a magister's degree in history and I've never heard that some sort of hard, non-negotiable line has been drawn at the year of 1789.

Interesting, in Irish and British history contemporary usually means within living memory (often post 1945). Eighteenth century on is modern history.
